Three days long capacity development refresher training on Social Accountability and process of Compliance Monitoring of Local Bodies was organized from 17-19 October 2016 in Dhulikhel. The training was held for Civil Society Organizations (CSOs) working under LGAF/MoFALD of Dhulikhel Region. In total, 31 participants from CSOs took part in the training. Local Governance Facility (LGAF) secretariat organized this training with the support of LGCDP RCU Dhulikhel. The topic areas of training were accountability tools and its techniques, information about relevant Acts, policies, guidelines and directives, compliance monitoring indicators and its processes including programme details of the current fiscal year and its implementation guidelines.
Mr. Narahari Sharma Bhandari, Member Secretary of LGAF and Under Secretary, MoFALD highlighted on the importance of third party monitoring role of CSOs in order to ensure compliance of accountability tools by local bodies during the inaugural session. He further emphasized on the effective with delivery of program activities to achieve programme objectives. Likewise, Mr. Tekraj Niraula, Local Development Officer of District Development Office- Kavrepalanchok also reiterated on the importance of CSOs to ensure compliance of accountability tools by VDCs, Municipalities and DDCs in the district. He also added to further support local bodies to meet the programme requirements.
Mr. Puspa Basnet, Regional Coordinator of Dhulikhel Regional Coordination Unit welcomed and suggested participants to actively engage in the training in order to effectively utilize their enhanced skills, and knowledge in the field.
Different practical sessions were organized in to enhance participants’ skills and expertise on applying accountability tools and its method. A discussion was also held in developing a better coordination and linkage with other LGCDP programme activities especially Social Mobilisation and Local Service Providers (LSPs). Mr. Peshal Pokharel, an expert on local governance and accountability was the resource person to facilitate the technical session of the training.
