The 15th Sub National Advisory Committee (Sub NAC) meeting of LGCDP, Phase-II was held on 19 May 2016, under the chairpersonship of Mr. Reshmi Raj Pandey, Joint Secretary, Ministry of Federal affairs and Local Development (MoFALD) and National Programme Director LGCDP II. The DP chair and Co-Chair for the meeting were Mr. Diepak Elmar, Head of Development Cooperation, SDC and Mr. Gareth Rannaments, Governance Advisor, DFID respectively. Similarly, the meeting was attended by various representatives from development partners including Sophie Kemkhadze, Deputy Country Director UNDP, and Under Secretaries, Section Officers, and staffs of LGCDP PCU. Mr. Chhabi Rijal, newly appointed National Programme Manager (NPM) LGCDP appraised the committee on the progress of second quarter; some of the key agendas of the meeting were:

Key discussion and decisions that came out of the meeting were as follows:

MTR highlighted Social Mobilization as a silent revolution of the programme, and a need to discuss future orientation of the programme based on its recommendation in the changed political context

A decision was made to form a joint task force to review ASIP 2016/2017 in order to priotize activities due to budget limitation for the next FY while exploring the budget gap.

Informed the committee on the formation of Local Level Restructuring Commission; discussion was held on supporting the Commission in coming to days in the forefront of local election and offering necessary support in specific areas owing to funding gap analysis of LLRC by the Government.

Issue was raised to link regular planning process to recovery planning, especially in the 14 EQ affected districts

It was also decided to appraise the board on presenting a summary of align partner’s programme progress to the committee as well.

Concerns were also expressed on increasing trend of audit arrears both at the centre and local level.
Development Partners (DPs) expressed that discussion held in the meeting will add more value and quality in the programme implementation in the days to come. Furthermore, MoFALD’s commitment to implement the LGCDP programme in the difficult political transition and Terai unrest was highly appreciated and expressed commitment to support the programme in the future as well.
